Stumbling through the internet looking for the best explanation to the term SCI landed us on a page prepared by Ricardo Vargas who explains it as follows:

It assumes the rest of the work (future) to be done by the project will follow the finance projection by the cost performance index (CPI), as well as the scheduled projection determined by the schedule performance index, generating the scheduled cost index (SCI).

SCI is known by several names. Scheduled Cost Index and Cost Critical Index are but two of these names. As Ricardo rightly points out, the metric aims to apply the human tendancy to recover lost time by applying additional resources to speed up the work.
